Hi,
I'm trying to encrypt the traffic between an openbsd machine and a
windows 2003 machine. The machines are on the same LAN (private
192.168.0.0/24). This is a test environment and I don't have PF
configured since they machines aren't connected to any other computers.
Is there any need to configure PF to use IPSEC?

No, but you should be careful as it is easy to poke holes you didn't
intend to poke.
