WEB-INF directory in wrong location

Hi All,
Do you know if there will be any problems if the WEB-INF directorie was
installed in the wrong located? below is a question I was asked but do not
know the answer:

mail - There is a WEB-INF directory in the root which seems to contain all
the getPermissions stuff dating from April 17. This should be installed
under /usr/iplanet/servers/docs/web-apps/SOAP/WEB-INF. So I think something
may have gone wrong with the deployment there.
Has this been corrected? What are the implications, if any, of having it in
root?
