How to connect to a web service using certificates

Okay I have a web service that I need to access from a cgi running in
Apache on a nix server. The web service is protected by a certificate.
How do register the certificate with the nix based cgi?

It's easy to do if I was a client using a browser but I am not so am
unclear how the cgi app uses the certificate?
