again though, the OP never mentioned linux and re-reading it seems
clear we are talking about what should be done in light of the
standard, and "may not" does not mean "a practical impossibility", it
means "may not" per the standard.
It should mean both, ie 'what is supposed to happen' and 'what will
happen, taking ... circumstances into account'.
