Tar option to NOT specify UID or GID?



How do you create a tar archive so that when unpacked it creates all
files with the uid and gid of the person unpacking the archive?

I distribute a tar package that when unpacked can result in files with
uids and gids are incorrect because the ids do not refer to the same user.

Is there an option to tar that means "don't specify a uid and gid at all"?
