I figure you must have done something astoundingly stupid to your Debian
installation if you've managed to break its date and time handling.

Linux has always had fundamentally sound design in this area and so no
action at all is required. The crucial point to understand is that the
clock *does* *not* *change* when we go into or out of daylight saving.
All that changes is the way the time is presented to you.

No, that's even worse. Work out what it was that you did to break the
system in the first place and then undo it.
