If access via a standard protocol like ODBC is not possible it's a
limitation of the software system not the operating system. I expect
that the real message is that they will not be opening the back door of
the system but rather forcing your custom applications to use well
defined interfaces. That would be a good thing.
I never heard of Cognos before I saw this post but not too surprisingly
there seems to be lots of information at http://www.cognos.com
You might also be interested in this hit I got from google:
