Actually, that's not quite true, because of a technical quirk in OS X.
Some computers, such as the "Quicksilver" G4 computers, are indeed
capable of booting OS 9 from a USB device--but they can not boot OS X
from a USB device.
This is due to a weirdness in the way OS X handles USB device drivers.
Early on in the boot process, as OS X loads and initializes its basic
device drivers, it resets the USB bus. This has the effect of
dismounting the boot USB volume early in the boot process--which, as you
can imagine, causes the boot process to fail.
