I guess you mean a character cell terminal. Anything likely to be in use
today would have been described as an intelligent terminal by the maker.

A normal modem cable would be DTE to DCE since a PC's serial ports are
typically DTE and a modem is DCE.

A serial cable tester will tell you, you used to be able to buy cheap
ones with leds to indicate +ve and -ve signals on the main 7 RS232 lines
but I dont see these for sale anymore. A voltmeter will do but is much
more fiddly.

You dont say what make and model of terminal. You dont say whether you
are using an onboard serial port or a multiport expansion unit. Your
terminal manual will indicate if the serial port is DTE (TXD on pin 2 of
a DB25 connector)
