You have an 'stty' command in the interface for your 'purch' printer.
Take a look in /var/spool/lp/admins/lp/interfaces/purch and verify the
stty is correct (or even necessary?). Try commenting that line out,
and see if A) the printer still prints properly, and B) the tcgetattr
mail stops showing up.

(The stty command may be in the file
/var/spool/lp/admins/lp/interfaces/model.orig/purch. Check both
files)
