SCO remembering old passwords

I am running SCO OpenServer 5.0.7 on a generic box. According to FDA we need
to age our passwords every once in a while (they don't specify a specific time
period so I used 180 days). My problem is my users alternate between two
passwords and according to the FDA regulation this is unacceptable. I need a
way to reject 4 to 5 of the most recent used passwords to prevent them from
being used repeatedly. Is there a way to accomplish this?
