Actually it's much simpler than that. Mr. Deo doesn't know how to
follow explicit instructions. To wit:

JPR: Did you not even try atqe1?

Mr. Deo: Nope. When I type AT, there is nothing on the screen.

JPR: So you said. I asked if you typed atqe1 -- you've not answered me.

Mr. Deo: Um...Yes, I did. I said, "Nope". I'll try what atqe1 as well as what
Barry suggested.

Whether Mr. Deo is being clever or cute, this is the point where I personally
would stop dispensing advice, because he was told to do A, B & C and
report the results, but he decided on his own to stop at A because he was
not getting any results at that step (just because it happened to be a step that he
originally tried without success).
