SCO openserver 5.0.7 ftp slow connect

I have installed two new SCO OpenServer 5.0.7 systems. On both systems
there is a 13-15 second pause when connecting to these servers via ftp.
When I request a file to transfer, there is another 13-15 second pause
before the transfer actually starts. The transfer seems to run at full
speed once connection is made.
I also telnet to these servers and that connects immediately.
I am upgrading from 5.0.5 and 5.0.6 and was not experiencing the problem on
either of those systems.
I had one suggestion to add the PC that was connecting to the server to the
/etc/hosts table. I did that but it did not change the problem.
I noticed in the /etc/inetd.conf file there was a -a after the ftpd on the
5.0.7 but not on the 5.0.6. I removed the -a and that did not change the
problem.
Any other suggestions?
