Close - up there you have "ap=822." instead of "ap=822,"

Sure. Remove the smtp line from inetd.conf & send inetd a SIGHUP.

In that case you'll have to increase the debug level until you get something
logged - in mmdftailor, set MMSGLOG to progressively higher levels (FAT, TMP,
GEN, BST, FST, PTR, BTR, FTR). You can also use 'awkmail -b' to submit jobs
via submit with debugging/etc. turned on.
