If you install SCO OpenServer 5.0.7 (perhaps it works for your 5.0.6 too) with the "Security Profile: High (Above C2)" I know it installs the TCB Subsystem (Trusted Computer Base Subsystem) which has native support for password history, and all manners of restrictions and locks, etc.
I advice you TCB is going to give you headaches a plenty...
