rbash not working Mandrake 9.1

I have set a user up with /bin/rbash as their shell. The user logs in
and happily uses cd all through the filesystem. If I su - <username>
the restrictions on cd apply.
rbash is hard linked to bash and I have added rbash to /etc/shells.

Mandrake 9.1
bash-2.05b-12mdk
Any ideas?
