This is only slightly related, but one of the tools I use has the facility
to
detect a configuration file in the current directory or its parents and
reconfigure accordingly. (It's a version control system, and the file
can cause it to select a different repository mapping, username, etc.)

It's very useful, but it's also a rather limited case. -Wm
