Hmm.... I guess it depends upon what you mean by "base package"... guess I'd say yes, though.
It had been an optional package to the OS and you had to buy it separately. If your company did not need/like/buy it, it simply wasn't there.
Hmmm... I don't recall that, but I'm not involved in paying for things. It's been included in the base disks shipped for a very long time, though.

Not necessarily the entire CDE package, but if you check, most vendors include /usr/dt now.
Formerly it was not guaranteed to be present. Could you somewhat specify "*very* long time"; just curious.
Something like 7 - 10 years, anyway.
HP and IBM has installed for quite some time, I think Solaris started around 7.
Nice shell... unless you hate it :-)
