CDE, Exceed and function keys

Hi,
We're in the process of moving people off Sun boxes to PC but they still
need their Sun apps so we've given them a load of Sun application servers
and Exceed 7. We're using CDE Application Manager as the 'portal' from
which the users can launch their Unix apps via Exceed.
The problem comes with some old in-house apps which are driven entirely be
combinations of the F keys - e.g. ALT+F4, ALF+F6. ALT+F4 is obviously the
key that Windows closes the window, and ALT+F6 flips between windows in
Exceed - so there doesn't seem to be a way to make these keys perform the
right actions in the app. In the Sun world, we used the f.pass_keys
function (toggle CDE function keys on/off) bound to a root (workspace) menu
item in the global dtwmrc file which was fine because on the Sun, dtwm would
be running. Because we're only running the CDE Application Manager for
Exceed users, theres no dtwm running and no root menu so there's no obvious
way of switching the function keys on and off.
I have a few theories about Exceed being the window manager so it's what
controls the F keys, but otherwise I'm a bit stuck here. Any ideas would be
appreciated.
