chown: Not owner

I have a strange problem.

When I create a file in my home-dir (or a different one) I can't chown it !!
(only as root)
Here is what I do:

bash-2.05$ ls > myfile
bash-2.05$ chown pubcvs myfile
chown: myfile: Not owner

But I am the owner !!!
bash-2.05$ ls -l myfile
-rw-r--r-- 1 *** csc 11 Mrt 31 11:11 myfile

As a workaround I "su root" and do it, but that extra step shouldn't be
necessary. Does anyone know why "chown" doesn't work?

I am running on Solaris 2.6
