Yes - It's meant to be this way (although that error message is a little
ambiguous :)
We wouldn't want someone to create a 10Gb file and chown it to be someone
that don't like - perhaps blowing out their UFS quota.
You might be thinking of older Solaris/Unix where this was possible. You
can go back to the bad old days with the following in /etc/system,
"set rstchown = 0" and a reboot.
