I think it _is_ a locale problem. But I was using pax in -rw mode, so
the person creating the "archive" was, by definition, the same as the
one doing the extraction. However, I believe it is true that the user
who created the affected file names was operating under a different
locale.

I did not experience this under Solaris 9.
