State-Database replica goes missing

Folks,
I am using solaris 10x86, I created the following metadevices
1)metadb -a -f -c 3 c1t0d0s7 (state-database replica)
2) d21 as stripe set
3) d23 as another stripe set.
After every reboot the state-databse replica goes missing.Every time i
need to create the state-database replica and bring the other
metadevice up.
Any reason why my state-database replica goes missing.Appreciate any
solution.
