I think there are good reasons (security) for leaving port 80 alone. If you manage to fiddle it, then any local user can start a web server on port 80. That is probably not desirable.
I would ask on the Apache web newsgroup. I know it might seem more logical to make it less privileged, but I think there are good reasons for using a privileged port. I personally don't know the implications of what you are thinking of, other than it will allow anyone to start a web server.
Remember Apache changes user to nobody pretty quickly.
