Are you sure? I checked a machine running Solaris 8 2/02, and it
certainly does.

Sun's gettext is not GNU gettext. Even on a Solaris 10 GA machine, the
GNU version is optional:

system SFWgtxt GNU gettext - utilities for software localization

while Sun's gettext:
