Left-side key block broken on Solaris 10 x86

I'm trying out a Sun Ray server running on an X4200. So far, I'm
quite pleased with it. However, I notice that the left-side key block
on a Sun type 6 keyboard doesn't work with the JDS3 desktop. The same
problem occurs on an Ultra 20 workstation, so I assume it's specific
to Solaris 10 x86.
On a SPARC Sun Ray or workstation, for example, the [Front] key brings
a window to the front and the [Open] key opens or closes a window. On
Solaris 10 x86, they have no effect in graphic windows, but generate
escape codes in terminal windows. The [Front] key generates `033 [ 2
8 ~', for example. The keymaps are quite different for those keys.
Does anyone know what the problem might be?
