false. swap kicks in when physical memory is not enough.

If Physical Memory is still plenty available,
and there are X processes in memory, using
8 Gigs of the total 16 Gigs,
How much Swap is being used (assuming 16 Gigs of swap were gen'ed into
the kernel).
How much Swap is reserved. Or is there such a thing on solaris?
If you need numbers, make your own numbers.
