Yes, but you need an X-Windows server for your PC. putty supports
X-Windows display forwarding.

No. As explained a number of times, you need X Server software on your PC.

Have a look at http://x.cygwin.com/

Perhaps you are getting confused with server/client model which is reverse
in the land of X, ie: the X server is where your display is.
