IPF shouldn't be on by default. Have you checked that out?
With ndd he has the problem that the setting isn't persistent and
setting it up via /etc/rc2.d/S99ipforwarding like in former days
shouldn't be the first choice with SMF on his Solaris 10 box.
So the best way to set it up is with routeadm on newer Solaris
versions.
