Allow non-root users to use DTrace

What are the concerns of allowing non-root users to use DTrace? How
many companies are doing that? The users I'm referring to are
developers, midtier server admins, DBAs, tech support staff, assuming
they have some knowledge of Solaris (How much? Say they know most
options of vmstat, prstat without telling them to prepare for an exam)
