Is the Solaris 9 server synchronized to either a hardware reference
clock or to an internet server? If it's not synchronized itself, it's
not qualified to synchronize anything else!

The Solaris 9 NTP server is synchronized to our Windows AD server
which is synchronized to some UTC server(I guess). Solaris 9 clients
are synchronized well to this NTP server. Today, I try to have a Sol
10 client to synchronize, and it does not work.

Active Directory implements an SNTP server, which is not suitable for
use by NTP clients. If you examine your Solaris 9 clients more closely,
you'll find that they are not in fact synchronized to your AD server.
They'll sync up with it initially, but will typically disassociate after
an hour or so.
