File locks on tru64

Hello netties,
not too deep into unix system administration I request help with the
following: we have a problem with the number of file locks under tru64
V4.0F. From time to time an application "complains" about
unavailability of file locks. The sysadmin increased the corresponding
kernel parameter already (nlock_record), which "solved" the problem
intermediately, but after a while, whith no obvious changes on the
machine, we encounter the same problem again.
Does anybody know how and why the system runs out of file locks after
a while ? Are there any tools for analyzing the problem more deeply
(e.g., to discrimate between file locks which are not really "used"
any more and file locks which are still in use (hopefully my notion of
the problem is not formulated too far away from reality).
A command / tool which "frees" unnecessary file locks again
(circumventing machine reboot) would be helpful as well.
Any help is appreciated.
