Modifying ftp login banner for 4.0f

We are running V4.08 with Patch kit 8 installed. We will be setting up
enhanced security, and one of the things we need to do is create a custom
login banner for ftp access. I know for "normal" logins like telnet,
rlogin, etc. we can create an /etc/issue file for this. However, we need to
do this also for ftp access. How do we do this with 4.0f?
