Hrmmm... Perhaps you need to investigate kernel tuning. I'm far from an
expert at it, so I won't make any specific suggestions, but it does
sound to me like your kernel could stand to be tuned.

The two don't perform memory management the same way. If they're both
seeing similar workloads on comparable hardware, one would expect that
you should be able to tune the Tru64 kernel to provide at least
comparable performance.
I manage both Tru64 and Linux systems, but the hardware platforms are
much too different to even attempt a comparison, I'm afraid.
