NTP doesn't care about timezones, my guess is that
/etc/zoneinfo/localtime is pointing to the wrong zone, the zic(8) man
page has an example of how to change this (see /etc/zoneinfo/timezones
too). And make sure you don't have a TZ environment variable defined, I
think that would change the date output as well.
