This has been solved. I was unaware how Tru64 allocated swap, and that
there was both 'eager' and 'lazy' allocation available.
Since this machine is purposed for the one task of running nightly
builds, and since there isn't enough disk space at the moment to
properly size the swap, I chose to simply unlink /sbin/swapdefault.
